Sorry, but this song came out just before I was HEADED to Viet Nam. I was referring to the "War is over IF YOU WANT IT!" part. It took Americans and Tricky Dicky another couple of years to really WANT that stupid war to end. I should have been more clear in my choice of words. That's what confused you. Confusion is a daily state for me. My mistake. The song was a protest song hoping, dreaming about when the war would be over.
